Liberal Undersecretary Attends Workshop on
Conflict Management in Germany

Affairs Jose Luis Martin Gascon attended an international workshop
in Gummersbach, Germany titled “Conflict Prevention and
from February 15 to 27, 2004. The
workshop—which had 23 participants from 22 countries worldwide—is
one of a series of programs conducted by the International Academy
for Leadership (IAF).
According to Undersecretary Gascon, the workshop defined different
levels of conflict, from “latent to violent, rooted on various
ideological perspectives.” Gascon emphasized the importance
of forming networks with neighboring Asian countries
in order to facilitate collection of information and an “early
warning, early response” action towards real situations. He said
that conflicts are a reality and that liberals must be responsible
for preventing, mitigating and settling them.
Before joining the workshop, Usec Gascon was
in Oslo, Norway as a member of the Philippine government’s
peace negotiating panel, chaired by lawyer Silvestre
Bello III, for peace talks with the communist National Democratic

(FNF) which aims to develop liberal leaders worldwide
in the fields of politics, economics, media and public administration.
Participants of the IAF programs are selected by the Foundation’s
country offices in all parts of the world.
