Article 64 Movement: Procedures and Guidelines for Selection of Representatives of People’s Organizations, Nongovernment Organizations, or the Private Sector in Local Special Bodies

The law successfully influenced more than 1,000 NGOs of Q.C., Pasay and other LGUs, including judiciary and legislators. It provides access to civil society to participate in Local Development Councils’ planning and budgeting process. Strengthened by H.B. 4225, Congress institutionalized the mandatory consultations from barangays up to Medium-Term Philippine Development Plan.

Through a streamlined database system, CLAIMS proves that collaboration among and between the national agencies and local governments at the city/municipal and barangay level can work effectively to improve public services as complex and problematic as the land administration services, titling and taxmapping.

Corporate Governance through Economic Enterprise of Tagum City, Davao del Norte

The best practices of the Economic Enterprise of Tagum (Public Market, Night Market, Cultural and Trade Center, etc.) include collection efficiency via tellering system, not overloading of personnel expenses, religious endorsements of collection, proper zoning of commodities and the strict enforcement of the Economic Enterprise Code.

Dipolog City Foreshore Development Project of Dipolog City, Zamboanga del Norte

This infrastructure project has become the showcase of the Dipolognon's versatility as a people observing good governance. It has become the number one area for recreation, social gatherings, art exhibits, cultural affairs, economic activities, health and sports activities.

Enhanced Justice on Wheels Project

An innovation of the judiciary to improve access to justice. It literally brings courts to the community via a customized bus containing court hearing and mediation areas. It ensures prompt adjudication of cases; conflict resolution through conciliation and mediation; and legal counselling. Further, medical and dental services are also available.

Enhanced Literacy Programs of Tagum City, Davao del Norte

"The program deepens and sustains links with community - based literacy work aimed to foster literacy skills as a means of empowering communities and promoting socio - economic development and transformation, which contribute to the welfare of all. It has developed strategies to support people's participation in development process".

Fr. Saturnino Urios University Policy Center

The FSUU Policy Center is a training ground for promoting the liberal values in the Caraga region through (1) voters education (2) promoting private sector participation in government affairs and (3) safeguarding human rights by facilitating exploratory talks with government leaders and civil society groups.

Genuine People's Agenda (GPA)- Municipality of Dumingag, Zamboanga del Sur

Founded on organic agriculture, GPA creates a platform for participation among the people in Dumingag empowering them to boost local development. They partake in community diagnosis and planning, from purok and barangay levels, allowing them to directly influence local governance and guiding them to become agriculturally productive and food sufficient.

House Bill 3773 - An act institutionalizing the participation of bonafide civil society organizations (CSOs) in budget hearings and deliberations in congress, in national government agencies (NGAs) and the local government units (LGUs)

This gives legitimate people's organizations, the voice and representation in all deliberations of the budget of the government, both local and national. The bill seeks to promote utmost transparency and gives the people the rare opportunity and chance to see how people's money is allocated and spent by the government.

House Bill No. 1712 (HB 1712) entitled, "An act providing for the special protection of children involved in, affected by or displaced by armed conflict, providing penalties for its violations, and for other purposes." as substituted by House Bill No. 448

This bill will provide for an optimum protection for children particularly in situations of armed conflict by declaring children as zones of peace. In addition, the codification of the rights of children in situations of armed conflict are given special protection by criminalizing any violation of their rights.

With the liberal genesis of New Public Management, both public and private (professionals, administrative and technical staff) jointly and generously work with the community to serve the society in general and to fight against the diseases of poverty in Ilocos Sur at a very least expense from the provincial government.

Livelihood Skills Development and Enhancement Center (LSDEC) of Dipolog City, Zamboanga del Norte

The project, established by LGU-Dipolog, is geared towards the formation of skilled and productive individuals enhancing employable skills, providing HACCP-compliant common service facility, offering values-packed entrepreneurship training, and incubating young enterprises. Employment referral, alumni tracking and local/international linkages are potent features that benefit LSDEC recipients.

Mainstreaming Migration in Local Development in Naga City, Philippines

This gives local Overseas Filipino (OF) sector a voice in local governance, enhancing migrant services and developing social protection programs for the sector, as well as tapping the so-called "diaspora investments and philantrophy" in promoting local development.

Mobile Civil Registration in the Distant Barangays of Davao City

The project seeks to reach forth and extend civil registration services by the mobile team to lumads (cultural minorities) and indigent constituents residing in the far-flung and distant barangays and districts, thus bringing government to the grassroots level of society.

Operation Rang-ay Iti Barangay Program of La Union (Progress in the Barangay)

A multi-sectoral undertaking of bringing the whole government to the depressed and distant communities thru the provision of basic services to the people most especially the indigents, such as health promotion, food and nutrition, balanced ecology and livelihood, and development towards the individual and community building.

The Pantawid Pamilyang Pilipino Program is mainly a mechanism to alleviate poverty in the most indigent households in the country with objectives such as social assistance and social development.

Pera ng Bayan provides citizens a venue to send in their online reports of corruption, smuggling and tax evasion, anonymously or otherwise. With just a few clicks, every Filipino is given a chance to be heard and participate in the government's campaign for good governance.

Platform HD2010 gave ordinary citizens a voice in national development processes. NGOs, marginalized groups, youth and community-based groups participated in liberal reform initiatives and advocacies such as the MDG Shadow Report and the Philippine Development Plan, thus ensuring that the MDGs become a priority of the government.

Republic Act 10149 - An act to promote financial viability and fiscal disciplinein government-owned or controlled corporations and to strangthen the role of the state in its governance and management to amke them more responsive to the needs of public interest and for other purposes

The project seeks to address problem of decentralization and the growing concern for the State’s lack of effort to examine and evaluate the performance of GOCCs. This is done by centralizing government management of these institutions with the view of ensuring fiscal discipline and sound overall economic performance.

Smoke-free Advocacy Project of Municipality of Amlan

With the leadership of the Local Government of Amlan, the community residents help enforce the smoke-free program of the Municipality by apprehending smokers who smoke in non-designated area.

Sustaining Teaching Excellence program (STEP) Equity as the Big Picture: The Anti-Oppressive Pedagogy of UP Visayas- Office of Continuing Education and Pahinungod (OCEP) and UP High School in Iloilo

The project provides training-workshops for public school teachers and equips them with the relevant knowledge, skills and attitudes by which to conduct a truly democratic educational approach where respect for and acceptance of students’ diversity and pluralism, as well as protection of human rights, are given prime importance.

The project manages the Local Government of Tagum's environmental resources by way of rehabilitation and integration of agro-forestry farming system as well as solve the alarming problem of illegal logging.

The project efforts are geared towards helping create a conducive and supportive environment during election season, through an informed public. When the automation law was finalized, YVP was the first group to include familiarity of the automation process as part of its campaign.




What is it about?

The Liberal Project aims to recognize outstanding initiatives that promote the liberal values of good governance, human rights and free trade. It seeks to acknowledge legislations, policies, and programs that made an impact in the national or local scene, and that translated these liberal principles into practical ideas that engage the public.

The Philippines, under a Liberal Government, has had several liberal reforms. It is also the intention of The Liberal Project to raise public awareness on these accomplishments, and encourage support for the liberal agenda.

The Liberal Project hopes to inspire replication of liberal ideas to allow more people to appreciate liberal solutions. It is an affirmation that good governance, human rights, and free trade reinforce the value of freedom.
