Economist Winnie Monsod said that the Philippines
is on the right track, but it has to "go on a fast pace that
is self-encouraging" to achieve development and effect good
governance.
Bureau of Internal Revenue (BIR) Commissioner Kim Henares
also reaffirmed the efforts of the Aquino Government
to curb corruption. "Our philosophy is that if there’s
a rule then it has to be enforced," said Henares.
In
a lecture by anti-corruption expert Tony Kwok,
the administration of President Aquino was commended for having
an unprecedented high rating in his anti-corruption efforts. Kwok,
however, suggested that powers of anti-corruption agencies particularly
the Office of the Ombudsman should be increased. He recommended
additional budget to professionalize the agency.
The lecture by Kwok on 25 April 2011 was the first of the Philippine
Commission on Good Government (PCGG) Haidee Yorac Lecture
Series sponsored by the Friedrich Naumann Foundation for Liberty
(FNF).
