Promoting Liberal Values in Batanes

Staff members of the Friedrich Naumann Foundation’s Philippine
office joined a delegation of the Kabatang Liberal Ng Pilipinas
(Kalipi) to Batanes, the northern most province of the Philippines
from March 24 to 27, 2004. Two BOLD (Basic Orientation
on Liberal Democracy
) - Seminars were held in Bosco,
the provincial capital, for young liberals from the main island
Batan and neighbouring Sabtang respectively.
Batanes is the home of the Liberal Party’s president Congressman
Florencio “Butch” Abad and a traditional stronghold of
with most elected officials belonging to that party.
“It is a pleasure to see good Liberal governance in practice”,
commented Dr. Ronald Meinardus, the Friedrich-Naumann-Foundation’s
Resident Representative, after touring the island and a series
of meetings with Liberal local officials.
During the seminars, FNF’s communications officer
Mr. Gelix Mercader held talks on modern techniques of public relations
and political communication. Meanwhile, Dr. Meinardus presented
speeches on liberal values and engaged the young
Ivatans in lively discussions regarding the relevance of political
and economic freedom for development.
While Batanes is remote in a geographical sense,
the young generation of the province demonstrated that they are
well aware of what is happening politically in their province
and beyond. “I am impressed by the political knowledge
and maturity of many of the participants”, said Dr. Meinardus
after discussing liberal issues with the young Ivatans.
Following the BOLD-seminars a Kalipi-chapter was formally
created in Batanes. “The formation of Kalipi Batanes
will further strengthen the Liberal Party’s position in our province”,
said Cesar Roldan Esdicul, Municipal Coordinator for Ivana of
the LP Batanes, after his election as the President of Kalipi-Batanes.
